
Who We Are
EMLR Consulting Ltd was founded by Emma Reeve, a social care leader with over 20 years of operational and executive experience across residential, supported living and complex care environments.
EMLR was built on a straightforward belief: that social care organisations can and should operate at a genuinely high standard, and that the people who live and work in them deserve nothing less. The consultancy exists to support that, whether through building something new, strengthening what already exists, recovering from something that has gone wrong, or giving investors and boards an honest picture of what they are actually working with.
The work is direct, evidence-based and grounded in operational reality. EMLR operates across four core service areas, Acquisition Due Diligence, Quality Assurance, Interim Executive Leadership and Build and Scale, supported by two specialist divisions: SRP (Serious Risk Prevention) and IBO (It'll Be Okay), which provides immediate crisis response for care providers.

Emma Reeve - Founding Director
Emma has spent more than two decades working in and around social care, in operational roles, at executive level and as an independent consultant. She has led services through regulatory recovery, managed serious incidents, supported acquisitions and built new service lines from the ground up.
Her approach is direct and practical. She takes accountability, not just advisory positions. When she steps into an organisation, the work starts immediately.
"I spent years at senior level across some of the largest care platforms in England - a privilege that gave me a depth and breadth of experience that shapes everything I do now, the exceptional, the challenging and everything in between. But I reached a point where I wanted the freedom to focus on what actually matters - to be honest without a filter, to act early rather than react late, and to deliver outcomes that make a real difference. I founded EMLR to do exactly that - to help organisations build something genuinely good, to strengthen what already exists, and yes, to be there when things go wrong. For the people at the centre of these services, and for the teams, leaders, investors and boards responsible for them."
Her commitment to this sector is personal as well as professional. Her brother has a learning disability and autism and has been supported by services like the ones she has spent her career building and improving. She is also a trustee at Sunnybank Trust, an advocacy charity supporting people with learning disabilities, and that grounding in lived experience and community accountability is reflected throughout the work EMLR does.

We tell organisations what they need to hear, not what is easiest to say. That is what makes the assurance credible.
Practice over paper
Policies, audits and dashboards matter but they are not the same as control. We test what actually happens, not just what is recorded.
Accountability without distance
We do not observe and advise from the outside. We step in, take responsibility and deliver.
